The Transport Agreement was signed by the state and the capital-area municipalities in 2019. Betri samgöngur is tasked with delivering it over 13 years through ISK 120 billion of investment across all modes of travel.

FOJAB architects' winning proposal for Keldnaland.

The state and municipalities contribute ISK 3 billion a year, and the company funds the remainder — partly through developing Keldnaland, contributed by the state, and partly through congestion and priority charges, should they be introduced.

On 29 June, Act No. 81/2020 authorising a public limited company for capital-area transport infrastructure was passed. Betri samgöngur ohf. was founded on 2 October that year.

The agreement was updated in 2023 in response to increased scope and general cost inflation. Its term was extended to 2040 to allow a realistic timeframe for preparation and funding.
